Managing Outer Island Production Bases
The islands and atolls of the Central Pacific basin are geographically some of the most remote locations on the planet. This fact has long kept these small island communities in virtual isolation from the global community and international marketplaces. Due to their remoteness, small size of some communities, and huge costs associated with reaching these tiny islands outposts; re-supply and transportation services to these communities providing the basic necessities for survival have proven a unique logistical and financial challenge for state and federal governments charged with this responsibility.
As a result, outer island communities frequently suffer food, fuel, and supply shortages. Additionally, professionals are unable to reach these destinations to aid in education, health care, and economic development because their schedules don't conform to the timeframes associated with outer island travel. Local industry also often stagnates as a result of products that are unable to find their way to global marketplaces in a timely fashion.
To re-mediate these challenges, PAC plans to address all of these issues by creating a privatized transportation and supply network to operate independently of existing governmental transportation to these remote islands.
PAC's plan is to launch a number of private research vessels to cruise the outer islands of a given nation. These vessels will transport the necessary scientists, professionals, and equipment to initiate and train the outer island communities in PAC's farming operation, allowing a flexible and manageable time frame to ensure each island receives the necessary attention it needs to be productive. These research vessels will spearhead farming activities and efficiently bring each nation up to its optimal farming capacity in an expedient manner.
The transport of products to and from these outer island production bases will be facilitated by PAC mother ships that will circle the outer island production bases amassing the product for shipment to foreign markets and delivering supplies to the production bases in a cooperative manner.
The amassed product can then be shipped aboard A PAC Mother ship directly to international ports. Another scenario would be to ship sea cucumber products with long shelf lives from outer islands production bases via local transport. Using PAC's special preservation techniques; whole dried & vacuum sealed, bottled, jarred, bagged, and granulated sea cucumber products can be stockpiled, and sent to port where it can be packed, and shipped via air freight or conventional sea transport to international buyers.
In no way does this plan undermine local infrastructure (outer island ships) that are currently operational. Any ship already doing these runs will be hired to transport product and equipment to further expedite the movement of PAC'S supplies and products to producers and international markets.
Operational Bases
Each island will need a small operational base from which to train employees and execute its daily activities. PAC is willing to lease sites from local landholders thus creating yet another revenue generating activity for outer islanders (property leasing). Another possibility is to place PAC's outer island operational bases over the lagoon or on shallow coral heads in the lagoon, in federal or state water, for which terms can be negotiated.
